Has anybody ever made a that uses Tarot cards instead of dice to resolve uncertainty?

The number and suit could tell you if your character won or lost a conflict but drawing a Major Arcana could trigger some unexpected, thematically appropriate event.

Plus: aesthetically perfect for a game about wizards or whatever.

Alternatively, what about a Wuxia / martial-arts themed game that uses I Ching?

Seems so obvious that somebody must have done it, but I can't think of one.

@nindokag I see people musing about this on /r/rpgdesign frequently. Haven't seen a finished product though.
