Proposed Legislation: For any cemetary, if the year in which the youngest corpse was entombed predates the birth date of the oldest person in the community, that cemetery can repurposed for other means.

In return, any ghosts or spirits who's bodies once resided in that former cemetery may do as they wish to those now occuping that land with impunity.

@zacharius Counter-proposal: let people donate their bodies for non-scientific purposes. I'd donate my bones to architecture.
